Announcements Broadcast of the meeting
The Chair to announce the following: “In addition to the rights by law that the public and press have to record this meeting, I would like to remind everyone that this meeting is being broadcast live by the Council to the Internet and can be viewed on our website for at least six months after the meeting. After that time, webcasts are archived and can be made available on upon request.
If you have asked to address the meeting, you are deemed to be consenting to being filmed and to the use of those images and sound recordings for webcasting and/or training purposes. If you are addressing the Committee your contribution will be recorded and broadcast.” Minutes: Webcasting
The Chair announced that the meeting was being broadcast live to the internet and would be capable of repeated viewing and copies of the recording could be made available to those that requested them. Those participating in the meeting were deemed to be consenting to being filmed.

9 Camden Square, London NW1 9UY Report of the Executive Director Supporting Communities
This is an application for a new premises licence under section 17 of the Licensing Act 2003.
Minutes: Consideration was given to a report of the Executive Director Supporting Communities detailing an application for a new premises licence under Section 17 of the Licensing Act 2003.
The Licensing Officer outlined the report and advised that the applicant had agreed 24 additional conditions with the Police as a responsible authority, as set out in the report. As such, the Police had withdrawn their representation. Thirteen relevant representations objecting to the application remained.
The applicant confirmed that there were no further amendments to the application.
The Chair then invited the interested parties to present their representations.
Cécile Bourne-Farrell, an interested party, summarised her objections to the application as set out in her written submission.
Danya Glaser, representing Kate Briere-Edney of the Camden Square Neighbourhood association, summarised the objections to the application as set out in Ms Briere-Edney’s written submission.
Councillor Danny Beales, Ward Councillor for Cantelowes, explained that while that he was sympathetic to the applicant and their new enterprise, he supported the comments that had been made by other interested parties and outlined his concerns, as set out in his written submission. Councillor Beales requested that, if the Panel were so minded to grant the application, they could consider adding conditions to attempt to mitigate the residents’ concerns.
In response to a question, Councillor Beales advised that there was a potentially forthcoming low traffic scheme that would prevent vehicles exiting Murray Street out to Agar Grove and through North Villas. Vehicles driving in the area would be constrained to a small number of entry and exit points. However, bicycles would not likely be restricted.
Ms Bourne-Farrell and Ms Glaser clarified that the Mews area at the back of the properties on Camden Square was roughly 15 metres wide and that there was only space for a single vehicle to drive along the Mews and there was a very narrow pavement.
Ms Glaser advised that there were between 50 and 70 households in the Camden Square Neighbourhood Association, including residents of Camden Square and the surrounding area.
In response to comments made by the interested parties, the Chair drew the meetings attention to the conditions agreed with the Police, specifically conditions 5, 6, 7 as follows:
· The premises will operate as a delivery only business. · The premises will not open to the public and will be used for the dispatch of alcohol and other goods only. · There shall be no collection of alcohol by the public from the premises.
Annabelle Deakins and Gianluca Rothstein, the applicants, then summarised the application and responded to questions as follows:
· The business intended to provide bespoke homemade cocktails, it would not sell single cans of beer, or similar. · The applicants would be agreeable to a condition preventing the mews area being used by drivers to pick up deliveries. · The operation would be small scale and the deliveries of ingredients and supplies would be no bigger than the average grocery delivery.
