Report of the Director of Public Health.

 

This report gives the Health and Wellbeing Board the latest public health information on the impact and response to the Coronavirus pandemic in Camden.

 

Minutes:

Consideration was given to the report of the Director of Public Health, who introduced the report.

 

In their discussion of the report the Board made the following comments:

 

·       Access to testing would have an impact on infection rates.

·       Camden had higher levels of community testing throughout pandemic.

·       PCR testing was expensive and would eventually become financially unviable.

·       The omicron variant responded well to lateral flow testing.

·       A concern of Camden was around funding for the work in the future.

Healthwatch Camden report - Surviving Domestic Abuse: Improving Systems That Support Victims pdf icon PDF 382 KB

Report of the Director of Healthwatch Camden.

 

This report is presented to the Camden Health and Wellbeing Board by Healthwatch Camden. The purpose of the report is for the Board to note the publication and findings of the Healthwatch Camden report ‘Surviving Domestic Abuse: Improving Systems That Support Victims’ and the impact on the health and wellbeing of victims of domestic abuse and their children.

 

The intention in sharing this report is to highlight domestic abuse as a population health issue that falls under the remit of the Camden Health and Wellbeing Board. The Healthwatch report should be understood within the context of wider partnership working around domestic violence and abuse (DVA) and inform a fuller discussion by the Board at a future meeting. Camden Women’s Forum have just completed their inquiry on domestic violence and abuse, and there is a range of ongoing work planned across the borough for the 16 days of activism against gender based violence from 25th November to 10th December 2021.

 

The report seeks to initiate a conversation about domestic violence and abuse within the Camden health and care partnership and provide important insight into the impact of domestic abuse on adult victims and children. A number of key areas are identified:

·       Delays in accessing help

·       Barriers, language, and culture

·       Emotional abuse

·       Children and domestic abuse

·       Primary Care Services

·       Housing

·       Legal Aid and Benefits

Consideration was given to the report of the Director of Healthwatch Camden.

 

The report was introduced by the Director of Healthwatch Camden and Partnerships Engagement Leads for Healthwatch Camden.

 

In their discussion of the report the Board made the following comments:

 

·       The Board committed to having a deeper dive into domestic violence and violence against women and girls (VAWG) and discuss some of the work happening in Camden.

·       Camden had set up a VAWG Board, Board Members hoped that Healthwatch would be able to be involved in that work.

·       Healthwatch Camden had not yet received formal responses from the organisations they had made recommendations to.

·       The Board Members said they would take the recommendations to their induvial organisations.

Camden Safeguarding Children Partnership (CSCP) Annual Report 2020-21 pdf icon PDF 759 KB

Report of the Executive Director of Supporting People, Director of Children Services and Deputy Chief Executive.

 

This is the second annual report of the Camden Safeguarding Children Partnership (CSCP) which has been operating under the new safeguarding arrangements for just under two years. This report analyses the impact of the CSCP in maintaining good governance and strategic oversight of the quality and performance of our multi-agency safeguarding work, and the progress made by the Camden Safeguarding Children Partnership (CSCP) in delivering its objectives and identified priorities for 2020-21.  

 

This cover report is framed to highlight the shared safeguarding priorities that are particularly relevant to the health system, and work of the Health and Wellbeing Board (HWB).  This includes providing a strategic overview of events on the horizon in 2021-22, which impact on the safeguarding agenda.

Consideration was given to the report of the Executive Director Supporting People, Director of Children Services and Deputy Chief Executive, who introduced the report.

 

There were also introductions from the Independent Scrutineer, the Detective Superintendent Public Protection and the Designated Nurse NCL CCG for Safeguarding Children.

 

In their consideration of the report, the Board discussed the following areas:

 

·       More integrated services and systems were needed to support the increase in mental health needs for care leavers and those in the 18 – 25 age bracket.

·       Teams and Partners involved in children safeguarding had returned to shared office spaces as soon as the government restrictions allowed.

·       LGBTQ+ children had a higher rate of referrals of children’s mental health than those who did not identify as LGBTQ+, The Partnership were working to sensitise the system to LGBTQ+ issues without creating or perpetuating stigma.

 

RESOLVED –

Camden Safeguarding Adults Partnership Board Annual Report pdf icon PDF 133 KB

Report of the Executive Director Supporting People.

 

Under Section 43 of the Care Act 2014, each local authority is required to establish a Safeguarding Adults Partnership Board (SAPB) for their area. Each SAPB must publish an annual report setting out details of what it has done to achieve objectives within its strategic plan and steps taken to implement the learning from any Safeguarding Adults Reviews undertaken during the period. This annual report sets out the level and types of abuse that were reported for investigation during the 2020-21 period and details the work of Camden SAPB.

 

The 2020/21 annual report sets out the work undertaken over that year and the achievements of its partner agencies. The full report is attached at Appendix A.

Consideration was given to the report of the Executive Director Supporting People, Director of Children Services and Deputy Chief Executive, who, along with the Safeguarding Adults Partnership Board Independent Chair, introduced the report.

 

The Board commented that they would like to see greater visibility around issues of cuckooing. The Safeguarding Adults Partnership Board Independent Chair said that the partnership were looking at having a cuckooing framework to assist identifying of it.

Introduction to the Health and Wellbeing Board priority: Healthy and Ready for School pdf icon PDF 226 KB

Report of the Director of Public Health.

 

This report is to allow time at the meeting for the Director of Public Health to introduce the Board’s emerging priority on Healthy and Ready for School. It includes strategic context that draws from the draft Health and Wellbeing Strategy and draft Education Strategy, Building Back Stronger. It also includes a summary of residents’ feedback gathered from focus groups held with Parent Champions and the Camden Parent Advisory Group as part of the strategy Health and Wellbeing Strategy consultation process.

Consideration was given to the reports of the Report of the Director of Public Health and the Director of Public Health and the Senior Primary Care Commissioning Manager.

 

The reports were introduced by the Director of Public Health and the Senior Primary Care Commissioning Manager.

 

The Board made the following comments in their discussion of the report:

·       The issues of childhood immunisation were complex and Partners had important roles in addressing them.

·       It was good to use the Health and Wellbeing Board as an opportunity to raise visibility of the issue

·       There was a need for additional and focused activity.

 

The Head of Children, Young People and Family Services, Central and North West London NHS Foundation TrustInner London, explained that health visitors used to vaccinate infants until the responsibility to do so was given to primary care providers. Work would be done to look at utilising the whole workforce to address the decrease in childhood immunisations.

Healthy and Ready for School: Under 5 childhood immunisations pdf icon PDF 370 KB

This report sets out the data on uptake of childhood (under 5) vaccinations in Camden. It outlines some of the specific population and system challenges in delivering the immunisation programme in Camden, and the current improvement plan and opportunities.

Report of the Director of Early Intervention and Prevention

 

This report summarises the new approach being taken by the Integrated Early Years’ service to ensure fewer children fall behind before they start school and to narrow the gap between the outcomes for disadvantaged children and their peers.

 

The report describes the new services that are being introduced for Camden children and the partnership working that is enabling a whole system approach

The report was introduced by the Head of Children, Young People and Family Services, Central and North West London NHS Foundation Trustand the Head of Early Years

 

Members welcomed the report and commented on the importance of constancy of provider visits.

The Camden Health and Wellbeing Board’s work programme is developed by Board members and partners, with oversight from the Chair of the Board and support from Camden strategy officers.  This programme for 2021/22 is intended to be a working document and will be reviewed and agreed by the Board at every meeting. The Board is asked to note the draft programme and suggest items for inclusion at future meetings.
