Update from the Director of Public Health Report of the Director of Public Health.
This report gives the Health and Wellbeing Board an update on Covid-19 response and matters relating to Public Health in Camden. Minutes: Consideration was given to the report of the Director of Public Health, who introduced the report.
In their discussion of the report the Board made the following comments:
· Whether there would be a further vaccination booster offered. The Director of Public Health said that the Joint Committee on Vaccination and Immunisation had not made a decision, however, it would be likely that a booster would be offered in the winter. · The importance of community support for vaccination venues. · The ways that Camden were encouraging the vaccine hesitant to take up the vaccine offer and how Camden could use data to improve vaccination rates.

Update on the development of the North Central London Integrated Care System Report of the Director of Integration, North Central London Clinical Commissioning Group and the Director of Education and Integrated Commissioning, London Borough of Camden.
The slide deck at Appendix A to the report sets out an update on the development of the North Central London integrated care system (ICS). It covers progress to date and key upcoming actions as well as opportunities and implications for local residents. Further details on the February 2022 Integration White Paper and ongoing work with the King’s Fund are included in this report.

Health and Wellbeing Strategy 2022-30 Report of the Director of Public Health.
This report presents the Health and Wellbeing Strategy 2022-30, seeking approval of the strategy from the Health and Wellbeing Board. The proposed strategy, included at Appendix A, establishes the vision to make Camden the very best place to start well, live well and age well. It puts equity of health at the heart of policy making and defines our partnership ambitions for population health in Camden.
In a fundamental break from the form and structure of previous Camden Health and Wellbeing Strategies, the strategy is formed of three core elements: our guiding principles, long-term ambitions, and short-term priorities for action; together outlining the collective aspirations for population level health and wellbeing in Camden. It also outlines the specific population health approach to be adopted by our borough-based partnership, which identifies four distinct pillars of population health and gives primacy to the social determinants of health.
The strategy has been updated following a formal six-week consultation. An evaluation of the consultation, and how the strategy was amended in response to the feedback, can be found at Appendix C
.

Minutes: Consideration was given to the report of Director of Public Health. In her introduction of the report, the Director of Public Health thanked the Portfolio Lead for Health, Care and Partnerships and his team.
In their consideration of the report, the Board discussed the following areas:
· It was a radical departure from previous strategies and was grounded in population health. There was a good balance of overarching themes and smaller details. · The governance of the strategy would involve coming back to the Board, a work programme would need to be developed to reflect this close oversight. · The Board welcomed the use of resident consultation and engagement in forming the strategy. · It was important to be specific with residents about population health approaches to healthcare, being clear about the benefits using this approach. · There was common ground with this strategy and Camden’s Education Strategy.
RESOLVED –
THAT, having considered the changes following the formal consultation as set out at Appendix B and the results of the equalities impact assessment at Appendix C, and having due regard to the obligations set out in section 149 of the Equality Act 2010, the Health and Wellbeing Board formally approve the proposed Health and Wellbeing Strategy 2022-30. |

Pharmaceutical Needs Assessment 2022 Report of the Director of Public Health.
This paper provides information on the process for conducting and publishing a new Pharmaceutical Needs Assessment (PNA) by 1 October 2022.
Since 1 April 2013, every Health and Wellbeing Board in England has had a statutory responsibility to publish and keep up to date a statement of the needs for pharmaceutical services for the population in its area. Data contained within the assessment will be used to plan pharmaceutical services in the borough to best meet local health needs.
As part of a North Central London (NCL) agreement, Enfield Council led on a joint procurement for the production of PNAs for all five local authorities. A PNA Steering Group has been established to support the production of the PNAs, on behalf of the Health and Wellbeing Boards, and in line with the relevant regulations.
This will be the third PNA, with the first two published in 2015 and 2018.

The Board supported the outlined approach to the assessment. There was a suggestion that the importance of the community pharmacy network and fragility of it be incorporated into the document.

Domestic Violence and Abuse: A Health Issue Report of the Cabinet Member for Best Start in Life.
At the December Health and Wellbeing Board, Healthwatch presented their report on domestic abuse, following research and engagement with domestic abuse survivors.
This report firstly outlines some evidence as to why we should view domestic abuse as a wider determinant of health and a health issue. It summarises some of the key evidence and research about the links between domestic abuse and our wider health systems. 1 in 4 women will experience domestic abuse in their lifetime and research estimates that domestic abuse costs the health service over £2.3 billion per year.
Secondly, the report intends to act as a call to action for partners, identifying some of the key areas which we can work together across partnerships to provide a more integrated response for domestic abuse victims and their families in Camden.

The report was introduced by the Cabinet Member for Best Start in life, an officer from Camden Safety Net, the Chief Executive Officer of Hopscotch and the NCL CCG Clinical Lead.
The Board made the following comments in their discussion of the report and when sharing the steps that their organisations were taking to tackle domestic violence: · The Board welcomed the opportunity to discuss domestic violence and abuse and were keen to work collaboratively to address the issue. · Council investment alone would not be enough to address the issue of domestic violence. · Education and training were needed for people working in frontline health services, such as emergency departments, as these were often the settings where domestic violence survivors would present. · It would be helpful to explore the provision of independent domestic violence adviser services within health settings. · It was important to remove barriers and obstacles at a service level.

Health and Wellbeing Board Work Programme Report of the Director of Public Health.
The Camden Health and Wellbeing Board’s work programme is developed by Board members and partners, with oversight from the Chair of the Board and support from Camden strategy officers. This programme for 2022/23 is intended to be a working document and will be reviewed and agreed by the Board at every meeting. The Board is asked to note the draft programme and suggest items for inclusion at future meetings.
