Purpose:

This report identifies the revised procurement strategy for the refurbishment of the leased 29-31 North Villas NW1 9BL. This hostel will provide 38 self-contained rooms of adult pathway step down accommodation for single adults at risk of homelessness in Camden with 3 rooms used for staff and 1 as communal access to the garden.

 

The initial procurement strategy was approved by the Director of Property Management on 26 March 2021. Once Quinn London Ltd, the contractor, started on site it was confirmed that there was no fire compartmentation between the ceilings and floors and other areas, meaning that fire and smoke could spread quickly throughout the building in the event of fire. PRP Consultancy were commissioned to carry out an intrusive fire safety compartmentation and structural survey to advise on the current condition and compliancy of the building, what compartmentation and general works are required to make the building compliant for letting, and to futureproof for forthcoming legislation. PRP’s final draft of the survey report, specification and estimated costings were received on 6 September. The freeholder will be notified and agreement sought on additional works and extension of time to complete additional works, as a condition of the lease, prior to works commencing.

 

 

Decision:

THAT the Executive Director of Supporting Communities, in consultation with the Cabinet Member for Better Homes, agrees the procurement strategy set out in sections 2 and 3 of the report, to use the Capital Works framework LOT 3 with provision for direct appointment of Kier.
