Purpose:

To consider proposals for a revised approach to developing and implementing safer streets in Camden and to consider changes to specific identified streets in accordance with that approach – on Kilburn High Road, and at Constantine Road/Savernake Road, Sandall Road, Clarence Way/Harmood Street/Hartland Road and Wimot Place/St. Pancras Way.

Decision:

Consideration was given to a report of the Executive Director Supporting Communities.

 

Representations from two parties in relation to the proposals in the report were received and taken into.

 

DECISION –

 

THAT, having considered the rationale and criteria for the proposals in this report, the results of the equalities impact assessments at Appendix A1 and A2 of the report, and having due regard to the needs set out in section 149 of the Equality Act 2010:

 

(i)         The proposals for Scheme 1 in respect of Kilburn High Road set out at paragraph 2.8 to 2.14 of the report be noted;

 

(ii)        The revised approach to consultation for schemes using Experimental Traffic Orders (ETOs) that relate to safety issues for pedestrians, cyclists and other road users in the context of Covid 19, as set out in this report (see paragraph E10 and section 5) be agreed for the reasons stated at paragraphs 6.6 to 6.10, including for all future Covid 19 related schemes;

 

(iii)       The implementation of the transport measures for Schemes 2 to 5 in “phase 1” of the Covid-19 Safer Travel in Camden programme and set out at paragraphs 2.15 to 2.27 of the report, being at Constantine Road/Savernake Road, Sandall Road, Wilmot Place, Hartland Road/Clarence Way area (“modal filters”), be approved subject to relevant statutory requirements being complied with;

 

(iv)       Authority be delegated to the Director of Regeneration and Planning to take any steps necessary to put the above decisions at (2) and (3) into effect subject to compliance with any relevant statutory requirements;

 

(v)        The use of the commonplace online engagement portal be noted and agreed, as set out at paragraph 5.5 of the report;

 

(vi)       Authority be delegated to the Director of Regeneration and Planning, in consultation with the Cabinet Member for a Sustainable Camden, to decide whether or not to implement any further traffic measures to respond to the safe travel and transport needs of people in Camden in light of Covid-19, subject to compliance with relevant statutory requirements.

 

(vii)      Subject to the agreement of the Chair of the Culture and Environment Scrutiny Committee, which has now been given, the above decisions be exempt from call-in for the reasons set out at paragraph 1.3 of the report;
