This report is presented to the Director of Environment and Sustainability to seek approval to make the current, trial “Phase 3” Healthy School Street (HSS) schemes on Crogsland Road, Holly Bush Vale, Marsden Street and Sandall Road permanent. It also seeks approval for changes to the Marsden Street HSS scheme if made permanent including installing a raised table and pavement build outs at the junction of Marsden Street and Talacre Road as well as maintaining the double yellow lines with double blips installed at the junction as part of the trial. It also seeks approval for a change to the traffic restriction times for the Holly Bush Vale scheme, if made permanent. The schemes seek to create safer and healthier streets by reducing traffic flows at the beginning and end of the school day during school term time. The report follows a consideration of relevant policies, monitoring data and a full public consultation within the 18-month trial Experimental Traffic Order (ETO) period.
THAT the Director of Environment and Sustainability, having considered the proposals in relation to the objectives set out in the Camden Transport Strategy and the Climate Action Plan, alongside monitoring data, consultation outcomes (see Appendices B-E) and the Equalities Impact Assessment (EQIA) (see Appendix A), and having due regard to the needs set out in section 149 of the Equality Act 2010:
(i) Approves the proposals to make the previously implemented, trial Phase 3 Healthy School Street schemes on Crogsland Road, Holly Bush Vale, Marsden Street and Sandall Road permanent, as set out in this report, subject to compliance with relevant statutory requirements;
(ii) For the Holly Bush Vale scheme only, if made permanent: approves the proposal to amend the times when the traffic restrictions will be in place during school term time, as set out in this report, subject to compliance with relevant statutory requirements;
(iii) For the Marsden Street scheme only, if made permanent: approves the proposal to build out the pavement at the junction with Talacre Road and install a raised table and plant two new trees, as well as maintain the double yellow lines and double kerb blips installed at the junction as part of the trial, as set out in this report, subject to compliance with relevant statutory requirements; and
(iv) Delegates to the Chief Engineer the authority to take any further decisions required for these schemes.
