Purpose:

This report seeks approval from the Director of Environment and Sustainability, in consultation with the Cabinet Member for a Sustainable Camden, to implement permanent Safe and Healthy Street changes in the area around Leather Lane. The scheme has been developed to make it easier for people to choose sustainable ways to travel such as walking and cycling to access the market, businesses and schools in the area. As a result, this report proposes to amend the existing Traffic Management Order and the surrounding vehicular access restrictions, enforcing the restrictions by use of ‘droppable’ bollards on side roads, closing Leather Lane at the junctions of Clerkenwell Road and Baldwin Gardens for all motor vehicles (except cycles and emergency vehicles), amending parking bays and waiting and loading restrictions around the area and permitting cycles to access Leather Lane via Greville Street. The existing Temporary Trader licensed hours at Leather Lane will be amended to align to the hours of the new Traffic Management Order and a variation process instigated to align the permanent licensee hours.

 

The proposals would help meet the objectives of We Make Camden by helping Camden’s local economy to be strong, sustainable and inclusive and, creating safe, strong and open communities; also supporting Camden to be a green, clean, vibrant, accessible and sustainable place with everyone empowered to contribute to tacking the Climate Emergency. The proposals also help the ambition that Camden’s local economy should be strong, sustainable, and inclusive – and where everyone should have a secure livelihood to support them to live a prosperous life.

 

The Leather Lane Safe and Healthy Streets scheme also contributes to key objectives in the Camden Transport Strategy, Clean Air Strategy and Action Plan, Climate Action Plan and the Mayor’s Transport Strategy.

Decision:

THAT the Director of Environment and Sustainability, in consultation with the Cabinet Member for a Sustainable Camden, having considered the proposals in relation to the objectives set out in Camden’s Transport Strategy, the design amendments made in response to feedback received in the public consultation, the Equality Impact Assessment (Appendix B),and having had due regard to the needs set out in section 149 of the Equality Act 2010:

 

(i)             Approves the proposal to implement permanent changes as part of the Leather Lane Safe and Healthy Streets scheme, including potential detailed design  amendments  being considered  in response to feedback received in the public consultation, subject to compliance with relevant statutory requirements; and

 

(ii)            Delegates authority to the Chief Engineer to take any further decisions relating to the detailed design and implementation/construction of this scheme.
